Regional HR Manager (Asia Pacific)

Reports To: Senior VP Worldwide Human Resources 

Scope of Position 
To provide overall value-added human resource services across all functional areas for Asia Pacific employees.  Works with partners in the business to define a strategic people plan that aligns with the business direction in this growth-oriented, multinational, multi-cultural environment. 


Major Responsibilities 
1.  Plans, implements and coordinates various human resources programs and services in a generalist capacity 
2.  Advises and consults with management and employees on the development,  interpretation and administration of human resources’ policies, regulations and procedures in order to resolve problems, promote better understanding of practices, and ensure adherence to accepted policies and principles; 
3.  Drives all recruitment processes for APAC, ensuring that qualified candidates are hired within reasonable time frames.  Works with APAC managers to ensure the full scope and responsibilities are known for each job opening.  Reviews new hire requests against budget and highlights any discrepancies vs. budget before sending for approval.  Reviews job descriptions, determines selection criteria for recruitment, screens résumés and conducts interviews, makes candidate recommendation, and prepares supporting documents for processing by Payroll. Identifies suitable recruitment sources/vendors. Follows all recruitment processes as established by the Recruitment Manager. 
4.  Represents the APAC HR function in meetings and recommends solutions to Senior VP for APAC human resources problems and issues; 
5.  Ensures that the establishment and maintenance of various human resources records, information systems and reporting requirements such as vacation, holidays, etc. are accomplished in an efficient and effective manner; 
6.  Completes surveys received from different external organizations (i.e.: government, consulting firms); 
7.  Analyzes compensation market data, prepares reports and makes recommendations for changes, if necessary (i.e.: employee compensation, vacation policies); 
8.  Works with external vendors on APAC benefits, and all relevant HR programs and events. 
9.  Recommends, establishes and maintains effective human resources programs which enable the company to attract, develop, motivate and retain high caliber staff in a cost effective manner.  Ensures a positive work environment and awareness by all staff of company goals and objectives. 
10.  Works closely with Organizational Development Department to ensure that APAC employees are trained and informed. 
11.  Create an environment that supports our value system and promotes organizational & team excellence 
12.  Ensures awareness of and compliance to all applicable employment, environmental, health and safety legislation. 
13.  Maintains HRIS system for APAC employees, including ensuring that all information is entered and is current.  Works closely with Finance on payroll issues.   This includes entering all new hires, terms, status changes, and related employment into the system in a timely manner and providing relevant data for accurate payroll processing. 
14.  Manages various H.R. projects as assigned. 
15.  Researches labor laws and standard business practices on the web and recommends policies for each Company location in APAC where applicable. 
16.  Works closely with Senior VP HR on any employee relation issues. 
17.  Keeps Senior VP HR informed of all critical HR issues for APAC, and collaborates on all issues of significant impact to the company. 

Other Miscellaneous tasks: 
18.  Coordinates Safety program for APAC 
19.  Interfaces with outsource vendor and finance for APAC payroll. 
20.  Maintains the APAC Web Site on APAC policies and employee lists 
21.  Drives Employee Satisfaction Survey for Asia Pacific and follows up on any action items identified in the feedback. 

Education and Experience 
1.  Bachelor’s degree Human Resource Management or Business Administration (specializing in Human Resources) or equivalent; 
2.  5-8 years of experience; 


Technical Requirements 
1.  Strong knowledge of Microsoft Office (Word, Outlook, Excel and  PowerPoint); deep analytic skills 
2.  Knowledge of relevant human resources policies, regulations, principles, procedures and legislative provisions governing recruitment, employment equity, compensation, health and safety, and human resources planning for locations within APAC (in particular Singapore, China, India and Japan, Malaysia) 
3.  Knowledge and experience working with an HR Information System. 
4.  Is able to use the Web to research H.R. issues. 
5.  Has regional experience as well as small, growth-oriented company experience
