Senior Regional Network Architect at Sysmex Asia Pacific

Job Description

Key Job Purpose

Responsible for the overall architect and ownership of Regional Network Infrastructure for Asia Pacific region. This role reports to the Head of Department (HOD)in effective provisioning of Regional Data Center(s) Network and Affiliates/Branch Network Infrastructure in the region. Ensure on-going support for business growth, establishing, maintaining technology standards, network architecture, policies, operating procedures, managing network systems and vendor services to ensure availability, security and compliance of the Regional Network Infrastructure.

Spearhead and support new global/regional/local IT initiatives to ensure that network infrastructure supports on-going Digitalisation and modernisation efforts of the Company. In-house Network Expert responsible for assisting the HOD in designing and managing the integration and operation of external SAP HEC Data Center(s) and multi-cloud networks to Regional RHQ Data Center(s). Work effectively with internal and external expertise in network planning and provisioning, and in executing assessments, improvements and roadmaps.

Key technical member of the Regional IT Leadership team providing guidance and expertise to both business operations and the Regional/Local IT team. The individual is required to deliver new Regional ICT initiatives both in the role of a team leader and in the role of a team member.

Job Responsibilities

Project Management and Supporting Regional Business Growth
Design, architect and maintain network infrastructure, policies, procedures to ensure continuous governance of the Regional Network Infrastructure, both on-premise and in the Cloud.
Research, conduct Proof-of-Concept, Evaluate and Recommend ICT initiatives to upgrade operations, improve capability and/or efficiency, or achieve compliance needs of the Company.
Evaluate, implement, enhance new network security improvement technologies not limiting to IDS/IPS, SoC, SIEM, etc.
Prepare CAPEX and OPEX budget for network projects and operation support in the region.
Plan, manage and implement assigned ICT projects to ensure the project scope, budget and quality can be achieved.
Manage and implement network change requests in the region.
Manage internal resources and external vendors effectively to achieve the success of the assigned projects and/or change requests in the region.
Operational Management and Governance
Overall lead for Regional network and be technically hands-on and responsible for all network technology and operations deployed in the region.
Responsible for all network operations, policies, and SOPs.
Manage 1st to 3rd level network support, and function as the point of contact for all network support requests.
Perform off-hours (inclusive of weekends and public holiday) IT support where needed especially for critical network issues and security firmware patching that require downtime.
Ensure networks continue to meet the Availability Service Level Agreements (SLAs) and the needs of all operatons in the region.
Conduct network security review and patching and audit including firewall rules and settings, log review, perimeter security, and firmware security patching,
Monitor, analyze, troubleshoot and investigate network security anormalies to make the necessary recommendations to minimize risk on a daily basis.
Provide standards and guidance to ensure that all networks are implemented with a common standard in the region.
Assist HOD in the Company Audit and Governance compliance.
Provide monthly management and network security status reports to the HOD.
Provide effective ICT support to the Asia Pacific region.
Comfortable with paper work and work within the administration procedures of the Company.
Perform effective regional end-user helpdesk support.
Additional duties, as assigned by the HOD.
Key Technical Leadership in RHQ Data Centers and Cloud Network Operations
Plan, design, implement and maintain RHQ Data Centers and Cloud Network initiatives.
Integrate regional network to external data centers (e.g. SAP HEC) and cloud operators (e.g. Microsoft Azure).
Manage the connectivity of the regional network to Affiliate Office Sites in the Asia Pacific region, and to other Regions in the Group.
Establish and maintain internal Company network routes (e.g. IPSec VPN, MPLS, SDWAN)
Implement and maintain to-be design and post-live network operations.
Establish and maintain firewall ACL rules at RHQ Data Center, RHQ DR Data Center and/or External Data Center and Cloud connectivities.
Responsible for MPLS and BGP network design and operations.
Maintain DNS design and connectivity to external data centers and cloud operations.
Manage remote VPN access for internal staffs and external vendors.
Implement and maintain Intrusion Prevention Systems and/or network security systems.
Monitor network security and intrusion and provide timely management escalation.
Responsible for RHQ DR network design and integration with external data centers.
Perform network connectivity establishment and testing for DR operations.
Maintain updated documentation on DR Network Operations.
Manage network ticket escalation to external vendors and operators.
Manage the SLA of external vendors and operators.

4 Key Technical Leadership in Affiliate Office Site Network Infrastructure

Plan, implement and maintain Affiliate Office Network Infrastructure initiatives
Provide effective ICT support to Affiliate Office Network Infrastructure and achieve system availability targets as per agreed Service Level Agreements (SLAs).
Manage Affiliate Office infrastructure and IT server room setup, office relocation and upgrade.
Maintain hardware/software/network inventory, up-to-date network diagram, design documentations, and technical configurations for Affiliate Office Sites.
Administer Read-Only Domain Controllers, Print Management, LAN/WAN/WIFI Network Infrastructure and Communication systems in Affiliate Office Sites.
Manage system and network security and user provisioning in Affiliate Office Sites.
Manage outsourced regional and/or local vendors and services.
Manage effective system backup/recovery for Affiliate Office Sites.
Provide guidance to Local IT Reps on procurement and maintenance of hardware, software and services.
Provide guidance to Local IT Reps to maintain up-to-date local IT inventory of hardware and software deployed in Affiliate Office Sites.
Ensure all Affiliate Office infrastructure and systems are fully compliant to all local and international laws, standards and regulations.
Deliver Affiliate Office ICT projects within approved budget, timeline and scope in accordance to the annual action plans and mid-term plans.

Job Requirements

Bachelor Degree in Information Technology or equivalent with proven knowledge and work experience.
Minimum 8 years IT network experience in end-user MNC environment or technical consultancy roles focusing on regional network design and architecture, enterprise Data Centre Network infrastructure, network and security project implementation, telephony, and MPLS/IPSec/SDWAN connectivity.
Recent 5 years past experience must be in network technical domain.
Minimum 1 Year exposure to IT Security and/or Cybersecurity.
Sound experience in working in a regional IT team in a MNC RHQ shared services environment.
Technically competent and proficient in LAN/WAN and WIFI, BYOD, and IPSEC VPN, MPLS, BGP and SDWAN network technologies.
Expert hands-on competency in Juniper SRX firewall, Aruba switches, Cisco Routers, Ruckus WIFI, Pulse Secure VPN Gateway, Network Monitoring, Intruder Detection, Security Operation Centre, SIEM.
Hands-on experience in new office/plant IT setup, data center startup, disaster recovery operations.
Hands-on experience in managing and working with external or outsourced network vendors, overseas vendors, and telecom providers.
Expert understanding of network protocols and standards to be able to perform enterprise network designs and conduct security investigations.
Good understanding and able to work with other technology disciplines in VMWare vSphere virtualisation, Microsoft operating systems, Active Directory, Microsoft 365, SharePoint, Teams, SQL Database, and Microsoft Azure Cloud and AWS Cloud technologies.
Experienced in security risk management, server and network hardening, vulnerability management, intrusion technologies, with good knowledge in ISO 27001 and NIST Cybersecurity framework can be advantageous.
Working knowledge of Network Security Tools and standards.
Excellent interpersonal communication and coordination skills.
Able to communicate effectively and fluent in English language with a second Asian language an added advantage.
A matured technical professional with ability to work independently under pressure and within timelines.
Ability to start work immediately is an added advantage.

CISA/CISSP or equivalent IT security certifications will be advantageous
Traveling: Adhoc on project basis
May need to work on weekends or public holidays if required
